A switchboard upgrade counts as notifiable electrical work in NSW. Only a licensed electrician can sign off on it, and it gets lodged with NSW Fair Trading.

AS/NZS 3000 sets the wiring rules for how the board is laid out, earthed and protected, including a safety switch (RCD) on every circuit.

Once the work is tested and signed off, you get a Certificate of Compliance for electrical work, which matters if you ever sell or insure the property. DIY electrical work is illegal in NSW, and a switchboard is not a job to attempt yourself.
